ISLAMABAD: Dr. Sayeda Zia Batool, Chairperson of the Private Educational Institutions Regulatory Authority (PEIRA), was honored with the prestigious Global Diplomatic Award at the 6th Global Ambassador Awards Ceremony 2024, held on November 13 at the Serena Hotel, Islamabad.
This award acknowledges her dedication to improving educational standards and governance within the Islamabad Capital Territory (ICT) and her influential role in shaping education policy both nationally and internationally.

The Diplomatic Insight Group, a public diplomacy organization, nominated Dr. Batool for her significant contributions to enhancing the regulatory governance of ICT’s private educational institutions and her efforts in advancing international education policy. The ceremony, which was attended by ambassadors, government officials, business leaders, university vice chancellors, and civil society representatives, highlighted the achievements of individuals making a meaningful impact in education and diplomacy.
Rana Ihsaan Afzal Khan, Coordinator to the Prime Minister of Pakistan, served as the chief guest, and several ambassadors and prominent academics were present to recognize Dr. Batool’s contributions.
With over 23 years of experience in higher education, including key positions at the Higher Education Commission (HEC) and the Punjab Higher Education Commission (PHEC), Dr. Batool has been a driving force in quality assurance and institutional evaluation in Pakistan. She has also represented Pakistan on international platforms, including the Asia-Pacific Quality Network (APQN) Board, and has developed Key Performance Indicators for universities in the Organization of Islamic Cooperation (OIC). Her published works, such as the Quality Assurance Manual for Higher Education, have had a lasting impact on educational quality standards.
Since assuming her role as PEIRA Chairperson in October 2019, Dr. Batool has introduced regulatory reforms to elevate standards in ICT’s private educational sector, focusing on quality and inclusivity. Her leadership has also strengthened international collaborations, benefitting the global academic community.
The Global Diplomatic Award recognizes Dr. Batool’s unwavering commitment to educational excellence and her invaluable contributions to education at both national and international levels, further enhancing Pakistan’s standing in global education circles. This accolade celebrates her dedication to creating a more robust and inclusive educational framework in Pakistan.
