PM Shehbaz Calls Urgent CCoE Meeting to Address Energy Sector Reforms

ISLAMABAD: Prime Minister Shehbaz Sharif has convened an important meeting of the Cabinet Committee on Energy (CCoE) for today, July 5, 2024, to address several critical issues facing Pakistan’s energy sector. The meeting will focus on five key agenda items aimed at implementing significant reforms and addressing ongoing challenges.

According to sources, the CCoE will deliberate on the Pakistan Refining Policy for Upgradation of Existing/Brownfield Refineries 2023, which includes an extension of the deadline for signing upgrade agreements. Another major item on the agenda is the Circular Debt Report for February 2024, which will review the current state of Pakistan’s circular debt crisis and propose solutions for its management.

The committee will also address issues related to the Illegal Spectrum of Goods and Services, proposing an incentives mechanism to facilitate the recovery of electricity arrears from defaulters and tackle electricity theft. Additionally, the CCoE will discuss the Standard Security Agreements for Small Hydro-Power Projects under the Power Generation Policy 2015 and explore measures for Strengthening Management in Distribution Companies (DISCOs), including the establishment of a new DISCO Support Unit (DSU).

A key proposal under consideration is the establishment of the DSU within the Multan Electric Supply Company (MEPCO) as a pilot project. If successful, this initiative will be expanded to other DISCOs. The DSU will consist of officials from ISI, MI, FIA, Rangers, FC, Police, and district administration, and will report directly to the Secretary of the Power Division. A comprehensive incentive package is also being developed to encourage the district administration, law enforcement agencies, and DISCO staff in their efforts to recover outstanding dues and combat electricity theft.

Under the proposed financial incentive package, a multi-tiered reward system will be introduced. This system offers a 5% reward for recovering dues from private defaulters with arrears of two to three years, and a 7% reward for those with arrears exceeding three years. For private disconnected defaulters, similar rewards are available. Additionally, up to a 10% reward will be offered for ongoing theft detection efforts, with rewards distributed through cheques issued by the Deputy Commissioner of each DISCO.

The CCoE will also review a summary from the Power Division titled “Illegal Spectrum of Goods and Services: Incentive Mechanism for Recovery of Electricity Arrears above Two Years and from Theft of Electricity from Private Consumers.” This framework aims to enhance accountability and efficiency within DISCOs, addressing the significant backlog of unpaid bills and combating illegal electricity consumption.

Sources indicate that previous power sector reforms have failed to achieve their goals, with DISCOs currently struggling to recover Rs 1780 billion from consumers. The CCoE’s meeting is expected to be a critical step towards revitalizing the reform process and ensuring more effective management of the energy sector.
