Saudi Hajj Minister Urges Islamic Countries to Finalize Hajj 1447 Contracts by Rajab 15

Saudi Minister of Hajj an Umrah Dr. Tawfiq Al-Rabiah held a high-level meeting with more than 100 ministers, grand muftis, and heads of Hajj offices from Islamic countries on the sidelines of the fifth Hajj Conference and Exhibition 2025.

The meeting focused on reviewing preparations for the 1447 AH Hajj season and strengthening coordination to enhance services for pilgrims worldwide.
At the outset, Minister Al-Rabiah praised the efforts of Hajj offices for their cooperation and the successful management of the previous Hajj season. He particularly commended those offices that had already finalized their service contracts early and urged all remaining countries to complete their Hajj contracts by Rajab 15, 1447 AH, ensuring timely readiness and efficient service delivery.

The minister outlined several key regulatory and operational requirements for the upcoming Hajj season, emphasizing the need for early compliance and digital integration through the Nusuk Masar platform. These include:

a. Finalizing camp service contracts by Rajab 15 and accommodation contracts in Makkah and Madinah by Shaban 13.
b. Submitting Hajj visa applications before Shawwal 1, with no extensions, and intensifying awareness campaigns against unauthorized Hajj participation.
c. Introducing a “health capability certificate”, verified via the Masar electronic platform, as a mandatory requirement for visa issuance.
d. Processing all sacrificial payments exclusively through official Hajj offices and the Saudi Project for the Utilization of Hady and Adahi, while prohibiting transactions with unapproved parties.
e. Mandating the Nusuk card for access to the Grand Mosque and other holy sites.
f. Uploading administrative, medical, and media personnel data beginning Jumada Al-Awwal 19 and completing it before Rajab 1.
g. Confirming airline selections and flight slot reservations by Rajab 15.
h. Conducting all administrative and financial procedures through the Nusuk Masar platform for greater transparency and efficiency.

Minister Al-Rabiah emphasized that these measures are part of Saudi Arabia’s ongoing commitment to improving the Hajj experience through technology, regulation, and collaboration. He underscored that early readiness and coordination are essential to maintaining the Kingdom’s global leadership in serving pilgrims and facilitating a seamless spiritual journey for all.

He concluded by reaffirming the ministry’s determination to work closely with Hajj offices and international partners to ensure the success of the 1447 AH Hajj season, aligning with the objectives of Saudi Vision 2030 to deliver world-class services to the guests of Allah.
