The Directorate General of Petroleum Concessions (DGPC) has issued show-cause notices to three exploration and production (E&P) companies over alleged violations of petroleum rules.
Officials informed the National Assembly on Thursday that notices were served on July 18, 2025, to Jura Energy Corporation, Frontier Holdings Limited, and Spud Energy Pty Limited under the Pakistan Petroleum (Exploration and Production) Rules, 1986 and 2001.
The proceedings were initiated under Rule 68(d) and Rule 71(c) of the 1986 Rules, read with Rule 69(d) and Rule 52(f) of the 2001 Rules. These provisions require completion of a formal show-cause process before any suspension or revocation of exploration licences.
The companies have been asked to submit written explanations and supporting documents regarding the alleged breaches. The regulator will determine whether the alleged violations can be rectified or compensated in accordance with the law.
Licence revocation is possible but only after due process is completed.
The matter had remained pending before the Islamabad High Court for six months. On February 6, 2026, the court directed the regulator to proceed strictly after providing all parties an opportunity for a fair hearing.
Enforcement action is being pursued under the existing legal framework, with final decisions subject to completion of the regulatory process.
It bears mentioning that Spud Energy Pty Limited (SEPL) is a subsidiary of Jura Energy Corporation based in Pakistan.
