NEPRA Imposes Rs8.67 Billion Burden on Consumers Under Quarterly Adjustment

The National Electric Power Regulatory Authority (NEPRA) has approved a positive quarterly adjustment of Rs0.3504 per unit, placing an additional burden of Rs8.67 billion on electricity consumers across Pakistan, including those served by K-Electric.

The increase pertains to the October–December 2025 quarter and will be recovered over three months — from March to May 2026. In its written order, the regulator stated that the “instant quarterly adjustment of positive Rs.0.3504/kWh shall also be charged from the consumers of K-Electric… to be recovered in a period of 03 months i.e. March 2026 to May 2026.”

However, NEPRA clarified that certain categories will remain exempt. The decision specifies that the adjustment will not apply to “life line, Incremental consumption package billed units and prepaid consumers.”

Explaining the billing mechanism, the authority noted that “in case any bills for the applicable period of the instant adjustment, are issued before the notification of this decision, the same may be applied in subsequent month,” allowing distribution companies to incorporate the increase in later billing cycles if required.

The regulator also directed all Ex-WAPDA Distribution Companies (XWDISCOs) to strictly adhere to judicial orders while implementing the hike, stating that “while effecting the quarterly adjustments, the concerned XWDISCOs shall keep in view and strictly comply with the orders of the courts notwithstanding this order.”

In addition, NEPRA instructed power distribution companies to submit quarterly adjustment requests immediately after the close of each quarter for timely processing. They have further been directed to provide “category wise detail of increase/decrease in sales of each quarter, over reference sales as well as actual sales of corresponding period of previous year.” For industrial consumers, separate data for categories E1, B2, B3 and B4 must be shared along with analysis of sales and MDI variance to improve transparency in future hearings.

The authority has intimated the Federal Government prior to notification in the Official Gazette under Section 31(7) of the NEPRA Act.

This is the second quarterly increase in the current fiscal year. Earlier, for the July–September 2025 quarter, NEPRA had approved a Rs0.33 per unit hike, which was recovered from December 2025 to February 2026 — adding to the cumulative financial strain on electricity consumers.
