Member (Gas) Shahzad Iqbal Elevated as VC OGRA

The Government of Pakistan has designated Member (Gas) Shahzad Iqbal as Vice-Chairman of the Oil and Gas Regulatory Authority (OGRA) with effect from February 23, 2026, strengthening the regulator’s leadership at a crucial time for the energy sector.

The appointment was notified by the Cabinet Division under Section 3(13) of the Oil and Gas Regulatory Authority Ordinance, 2002, and will be published in the next issue of the Gazette of Pakistan.

Shahzad Iqbal, who has been serving as Member (Gas), has played a central role in tariff determinations, gas pricing reviews, compliance oversight, and regulatory coordination with transmission and distribution companies. His elevation to Vice-Chairman places him in a key administrative and policy position within the authority.

The notification further clarifies that consequent upon the appointment of the Chairman OGRA, he shall cease to be the Vice-Chairman, in accordance with statutory provisions governing the authority’s structure.

Copies of the notification have been circulated to the Prime Minister’s Office, Establishment Division, and the Petroleum Division, among other relevant offices.

OGRA serves as Pakistan’s apex oil and gas regulator, responsible for licensing, tariff setting, and monitoring compliance across the petroleum and natural gas sectors. The designation of a serving Member as Vice-Chairman is expected to ensure continuity in regulatory oversight amid ongoing challenges in gas supply management and sectoral reforms.
