ISLAMABAD: The price of High-Speed Diesel (HSD) is expected to rise sharply by Rs9.60 per litre from November 16, 2025, amid upward movement in global diesel rates, while petrol consumers may see a slight decrease of Rs1.96 per litre, industry sources said.
If approved, the ex-depot price of HSD will climb from Rs278.44 to Rs288.04 per litre, reflecting a 3.4 percent increase. Petrol (PMG), however, is likely to ease from Rs265.45 to Rs263.49 per litre, a dip of 0.7 percent, offering limited relief to motorists.
Other petroleum products are also heading for upward revisions. The price of kerosene oil may jump by Rs8.82 per litre to Rs193.87, while Light Diesel Oil (LDO) is projected to rise by Rs7.15 per litre to Rs171.13 per litre.
Data from the ex-refinery pricing structure shows a 5–5.6 percent rise in diesel, kerosene, and LDO rates, whereas petrol posted a 1.2 percent decline in refinery parity, mirroring the latest trends in Platts international oil prices.
Sources clarified that the anticipated revisions are based solely on global price movements, with no adjustment in the exchange rate and the Petroleum Levy (PL) and Carbon Surcharge (CSL) remaining unchanged at Rs80.52 per litre on petrol and Rs79.51 per litre on diesel.
The final decision on new domestic prices will be taken after reviewing the remaining two days of global oil price data, which may slightly alter the expected figures.
Petroleum products remain central to Pakistan’s economic activity. High-Speed Diesel powers commercial transport, agricultural machinery, and irrigation systems, making its price a major determinant of goods transport charges and food inflation. Petrol continues to serve as the primary fuel for private vehicles and motorcycles. Kerosene oil is still relied upon in rural and off-grid areas for cooking and lighting, while Light Diesel Oil is widely used by small industries and backup power units. Fluctuations in these fuel prices have a direct bearing on transportation costs, agricultural productivity, industrial performance, and overall inflation.
